Shandong to Assign Chief Experts to 19 Representative Industrial Chains Covering 67 Sub-sectors

On April 8, the Department of Science & Technology of Shandong Province and the Department of Industry and Information Technology of Shandong Province jointly released an action plan to promote the deep integration of science and industry. The plan establishes a novel service mechanism of chief experts for representative industrial chains. For the province's 19 representative industrial chains covering 67 sub-sectors, one or two nationally renowned experts will be assigned to each, achieving full coverage and providing precise intellectual support for industrial upgrading. The action plan follows the principle of "industries posing challenges, technology providing solutions, and the market evaluating results." It outlines "five major focuses and eight joint actions." By 2026, the goal is to achieve breakthroughs in over 200 core technologies in key areas, commercialize around 2,000 research results, and serve 10,000 enterprises. The province will also implement an open competition mechanism, recruit approximately 150 experts under the Taishan Industry Leading Talent Project, promote full R&D coverage among manufacturing enterprises above the designated size, facilitate the mutual transformation between specialized and sophisticated enterprises that produce new and unique products and high-tech enterprises, and foster new quality productive forces through deep integration of technology and industry, thereby consolidating the foundation for Shandong's high-quality industrial development.
