Shandong Upgrades Business Environment Action Plan with 30 New Key Measures

The General Office of Shandong Provincial People's Government recently issued the Action Plan for Further Strengthening the Service Mechanism of "Worry-Free Civil Affairs, Resolvable Enterprise Issues, and Efficient Government Operations" and Advancing the Implementation of the Business Environment Enhancement Year Campaign (hereinafter referred to as the "Action Plan"). The document introduces 30 key measures, signaling the upgrade of Shandong's business environment action plan to Version 7.0.

With a focus on fair competition, the Action Plan proposes the full implementation of the negative list for market access, conducting market access effectiveness evaluations, and advancing the identification and rectification of market access barriers. In addition, it seeks to address involution-style competition, strengthen capacity control and investment guidance in key industries, and prevent haphazard market plans and low-level redundant construction. Regarding the legal environment, the Action Plan includes a year-long action to standardize administrative law enforcement involving enterprises. It establishes a routine monitoring mechanism to detect abnormal growth in penalty income from fines and forfeitures, preventing profit-driven enforcement and improper penalties. Furthermore, it fully implements the QR code identification system for enterprise surveys of law enforcement personnel, following the principle of no unnecessary interference.
