This requires Shandong, while maintaining steady economic growth, to place greater emphasis on balanced and inclusive development. This will be achieved by continuously optimizing the industrial structure to create more high-quality jobs; by improving the social security system and the provision of public services to tighten the safety net for people’s livelihoods; and by promoting coordinated urban–rural and regional development to narrow the gaps between different groups.
Shandong’s exploration focuses on how to build a development mechanism that can effectively transform people’s sense of gain into enthusiasm and creativity for participating in modernization, thereby driving development toward a more advanced stage. This path toward common prosperity is not only a responsibility that economically developed provinces must shoulder, but also an inherent requirement for them to achieve higher-quality and more sustainable development.
