Weihai has recently pioneered the implementation of an innovative "pre-positioned supervision warehouse" model for cross-border e-commerce retail exports nationwide. This model marks the first time customs supervision has been deeply integrated into the production workflow of cross-border e-commerce platform warehouses, enabling one-stop processing for goods—covering warehousing, sorting, declaration, inspection, packing, and customs transfer.

The initiative effectively addresses the pain points associated with traditional regulatory models, where cross-border e-commerce exports must undergo multiple procedures—shipping, packing, arrival, inspection, repacking, and loading—resulting in cumbersome processes, extended lead times, and elevated costs. Through pre-emptive regulatory oversight and process optimization, enterprises have significantly improved export customs clearance efficiency and effectively reduced logistics costs. This innovative practice represents a concrete measure by Shandong to continuously optimize the business environment at ports and promote the high-quality development of new foreign trade models.
