In November 2021, Jinan was approved to establish China's first pilot zone for sci-tech innovation finance reform, and this year marks the final phase of its establishment. Since its approval, the pilot zone has undertaken a series of explorations in mechanisms, products, and service models to address the financing needs of sci-tech innovation enterprises throughout their life cycle, aiming to eliminate bottlenecks in the cycle connecting technology, industry, and finance.
After more than three years of development, the pilot zone has achieved phased results in building a financial ecosystem covering the entire life cycle of sci-tech innovation. In this sense, it has accumulated valuable experience for nationwide sci-tech innovation finance reform. The final year of establishment calls for a systematic review and assessment of earlier reform measures, with the goal of producing replicable and scalable institutional outcomes. This also signifies that Shandong has ushered in a new phase of advancing achievements and consolidating experience in facilitating financial support for sci-tech innovation and serving high-level self-reliance and self-improvement in science and technology.
