In 2026, the main objectives for Shandong's scientific and technological work are as follows: The growth rate of the total social R&D expenditure will exceed the national average, and the growth rate of basic research funding will be higher than that of the total social R&D expenditure; efforts will be made to establish 1-2 national-level innovation platforms; more than 5 proof-of-concept centers and over 10 pilot-scale testing and demonstration bases will be newly established; over 4,000 high-level scientific and technological talents will be added; approximately 60 major innovation achievements will be formed; and the number of high-tech enterprises above designated size will increase to 18,000, raising the proportion of output value from high-tech industries above designated size to about 57% of the total output value of industries above designated size.
