Shandong Province will accelerate the integration of city clusters and metropolitan areas. It plans to make great efforts to implement the strategies of a "strong provincial capital" for Jinan and a "strong leading city" for Qingdao, support Yantai in building a demonstration city for green, low-carbon, and high-quality development, and stimulate the development of Weifang, Linyi, and Jining into sub-central cities. The Province will also improve the mechanism for the coordinated development of the Jinan-Qingdao metropolitan area, drive a new round of breakthroughs to help the rise of the Luxi New Area in Heze, and put into practice initiatives for the high-quality development of the county-level economy.
