In recent years, Rizhao City has capitalized on opportunities in the artificial intelligence industry, leveraging the "City + University" industry-education integration as its core driver. Complemented by financial innovation and supportive policies, Rizhao has propelled its data annotation industry’s transformation from a basic labor-intensive sector to advanced domains such as high-quality dataset development and industry-specific large model applications. This shift has injected robust momentum into the city’s high-quality digital economy development, carving out a distinctive, Rizhao-characteristic path for industrial upgrading.

Moving forward, Rizhao will expand its industrial focus into industry-specific data training and data product development. The city aims to increase its workforce by an average of over 6,000 employees annually by 2027 and achieve an average annual compound growth rate of more than 25% in industrial scale, striving to build a national-level data element aggregation hub.
