The General Office of Shandong Provincial People's Government recently issued the Implementation Opinions on Promoting the High-Quality Development of Government Investment Funds. Government investment funds are primarily categorized into industrial investment funds and venture capital funds based on their investment direction and scope. The document clearly defines their respective functions and support priorities, while advocating for the vigorous cultivation of patient capital.

Among these, industrial investment funds focus on the "flagship projects" of the industrial economy, strengthening industry cultivation and industrial chain collaboration. They prioritize investments in projects within the "Top Ten Industries," critical links in industrial chains, and advantageous projects within industrial clusters, thereby helping to build a group of distinctive industrial clusters with prominent advantages.

Venture capital funds should focus on the "Top Ten Innovations," cultivate new quality productive forces tailored to local conditions, and adhere to the principles of investing early, investing in small-scale ventures, investing for the long term, and investing in core technology. They should prioritize seed-stage and startup-stage technology-based and innovative projects, as well as innovation and entrepreneurship projects led by scientific and technological talents.
