Qingdao Releases Action Plan 5.0 to Optimize Business Environment

Recently, the General Office of the Qingdao Municipal People's Government issued the Action Plan for Comprehensively Improving Corporate Services and Continuously Building a First-Class Business Environment in Qingdao. The plan outlines 36 policy measures focusing on six key areas: fair competition, industrial development, high-level opening-up, standardized business operations, protection of rights and interests, and the enhancement of corporate services.

The core theme of the action plan is "comprehensively improving corporate services," with a strategic focus on "stabilizing expectations and boosting confidence." Specifically, regarding the relaxation of market access and the promotion of fair competition, four measures are proposed, including facilitating integration into the national unified market and deepening the "One Thing" reform for credit restoration. Focusing on key areas such as the "10+1" innovative industrial system, the top ten modern service industries, and the "4+4+2" modern marine industrial system, seven measures are set forth, including customized full-lifecycle services for major projects.
