Shandong Releases Action Plan for Development of AI Industry

Recently, eight departments, including the Department of Industry and Information Technology of Shandong Province, jointly issued the Action Plan for the High-quality Development of the Artificial Intelligence (AI) Industry in Shandong Province (2025–2027), focusing on key areas such as massive computing power, big data, large models, intelligent agents, intelligent software and hardware, intelligent services, and intelligent security. By 2027, the province aims to exceed 200 billion yuan in the scale of its core AI industry, drivingthe scale of related industries to surpass 1 trillion yuan.

The Action Plan specifically clarifies measures to enhance empowerment levels across smart manufacturing scenarios (chemical sector, aluminium industry, steel, mining, high-end equipment manufacturing, and biomedicine), smart living scenarios (home, mobility, healthcare, and cultural tourism), and smart governance scenarios (government services and social governance).

In terms of new lifestyle scenarios (shopping and medical care and health), personalized and scenario-targeted strategies will be employed to promote the transition of AI technology from "usable" to "user-friendly", thus delivering more demand-based AI services.
