Shandong: Trade-in Programs Drive 100-Billion-Yuan-Level Growth in Consumption

Shandong is pursuing a dual strategy, promoting trade-in programs while strengthening industrial foundation through real economy prosperity, aiming to inject vitality into the high-quality development of the real economy.

The trade-in policy has generated 100-billion-yuan-level growth in consumption. Led by the Department of Commerce of Shandong Province, a special campaign to boost consumption has been implemented. By the end of October 2025, trade-in subsidies across the province exceeded 20 billion yuan, driving sales of over 170 billion yuan.

The trade-in policy is propelling Shandong's consumption industry from single-category development to a full-chain upgrade. The number of subsidized categories has been increased from the original 8 to 12, covering over 100 products, such as home appliances, automobiles, and smart home devices, forming a full-category consumption upgrade matrix.

At present, digital transformation is empowering the development of the real economy. Shandong has established the country’s first national-level digital transformation promotion center for small and medium-sized businesses and ranks first nationwide in the number of national-level industrial Internet platforms. Platforms like COSMOPlat and Inspur Yunzhou are driving collaborative transformation among large, small, and medium-sized enterprises.
