Recently, the Department of Industry and Information Technology of Shandong Province, along with eight other authorities, issued the Action Plan for the High-Quality Development of Shandong Province's Copper Industry (2025–2027), aiming to raise the total output value of the copper industry to over 200 billion yuan by 2027. The plan seeks to make Shandong Province a copper smelting hub with global competitiveness, a leading domestic source of high-end new copper materials R&D and innovation, and a demonstration province for copper material applications in China.
Shandong will focus on key cities and regions with a strong industrial foundation, high levels of cluster agglomeration, and robust growth drivers. By perfecting networks for specialized division of labor and collaboration and strengthening the industrial chain supporting capabilities, the province will promote cluster expansion. The development targets four major copper industrial clusters in Dongying (coordinated smelting + copper-based new materials), Liaocheng (ore copper smelting + high-end strip and foil deep processing), Yantai (associated copper smelting + special rod and wire deep processing), and Linyi (recycled copper smelting + urban mining). These initiatives are expected to advance Shandong's copper industry toward high-end and specialized development across the province.
