Jinan: Significant Progress in Building the Sci-Tech Innovation Finance Reform Pilot Zone

Recently, the Third Jinan Sci-Tech Finance Forum was held in Jinan. Since Jinan was approved in November 2021 as China's first national pilot zone for sci-tech finance reform, the number of sci-tech innovation enterprises has grown by 63.6% from the time of approval, and the value of technology contract transactions has risen by 126.8%. As of the end of September, issuance of sci-tech innovation bonds exceeded 110 billion yuan, seven companies were listed on the STAR Market, and the pilot zone for sci-tech innovation finance reform has delivered notable results.

Since the pilot zone was approved, Jinan has recognized 62 sci-tech finance and specialty institutions, developed 114 dedicated sci-tech credit products, and facilitated 35.2 billion yuan in financing. A combined package of monetary policy, fiscal interest subsidies, and risk compensation has steered over 480 billion yuan in lending, easing enterprise burdens by more than 94 million yuan.Jinan is cultivating two major growth engines—the Lixia District CBD and the Innovation Zone CTD—bringing together 241 financial institutions and 394 tech enterprises.
