Recently, the Shandong Provincial Private Economy Promotion Regulations was passed at the 18th Session of the 14th Provincial People's Congress Standing Committee and will take effect on January 1, 2026.
The regulations comprise eight chapters and 64 articles, including general provisions, fair competition, factor support, rights protection, high-quality development, service guarantees, legal responsibilities, and supplementary provisions. According to reports, the regulations ensure fair competition and equal access to factors, resolutely eliminate hidden market barriers, and establish sound mechanisms for private economic organizations to participate fairly in market competition in market access areas.
The regulations encourage high-quality development of private economic organizations, support their investment and entrepreneurship in strategic emerging industries and future sectors, and involve them in building a strong manufacturing province. They also detail mechanisms for supporting private economic organizations' participation in major projects and promote fair access to competitive areas of infrastructure for private economic organizations.
