Shandong Releases Its First Local Regulation on the Digital Economy to Plan Quantum Technology, Brain-Computer Interfaces, Embodied Intelligence, and Other Future Industries

Shandong has recently issued the Regulation on Promoting the Digital Economy of Shandong Province, which marks the province's first dedicated local regulation in the digital economy field. The digital economy now accounts for over 49% of the province's GDP, representing nearly half of Shandong's economic output.

Digital infrastructure is a key foundation for developing the digital economy. The regulation sets out detailed requirements for planning and building communication network infrastructure, aerospace information and communication systems, the Internet of Things, and computing power infrastructure across networks, computing, and data.

Highlighting Shandong's distinctive strengths and industrial structure, the regulation aims to reinforce advantages and address gaps. It clearly calls for "the forward-looking development of future industries such as quantum technology, brain-computer interfaces, embodied intelligence, and next-generation mobile communications." The goal is to expand the scale and capacity of the digital industry through digital industrialization while accelerating the transformation and upgrading of traditional industries through industrial digitalization.
