Shandong Promotes City-Wide Digital Transformation: What Does a "Thinking" City Look Like

People-centered development is the core of a smart city, and the effectiveness of digital transformation must ultimately be reflected in the living experiences of the public. In Shandong, the widespread adoption of the "Lutong Code" has made "one code for all city services" a reality. As a unified electronic identity identifier for the entire province, it integrates various data resources such as electronic certificates, public transportation, and payment platforms, enabling "one code to handle a hundred tasks".

Shandong is proactively deploying digital infrastructure in line with urban development needs, accelerating the construction of urban information infrastructure, data circulation facilities, and urban intelligent hubs. In terms of infrastructure, Shandong has built 269,000 5G base stations, with 200G optical networks achieving ultra-fast intercity connectivity.

Even more remarkable is the progress in computing power—the province's total computing power scale has reached 23.18EFLOPS, with intelligent computing power accounting for over 51.04%, marking a structural shift from general-purpose to intelligent computing power. It is reported that Shandong is advancing the construction of trusted data spaces in a categorized manner and high-quality pilot development of national data infrastructure for "privacy-preserving computation".
