Recently, the Shandong Communications Administration, Shandong Development and Reform Commission, Department of Natural Resources of Shandong Province, and Shandong Provincial Department of Transportation jointly issued the Shandong Province Low-Altitude Information Infrastructure Special Plan, which is the first provincial-level special plan for low-altitude information infrastructure in the country.
The plan proposes taking Jinan and Qingdao as dual cores, taking the lead in achieving full low-altitude communication network coverage for "primary core nodes, secondary important nodes, tertiary general nodes" and takeoff/landing sites for "production operations, public services, low-altitude logistics, low-altitude transportation travel, and low-altitude cultural and sports consumption". It actively promotes the construction and implementation of low-altitude information infrastructure integrating communication, navigation, and surveillance capabilities, further accelerating the establishment of a low-altitude information infrastructure system and strengthening the digital foundation for low-altitude economic development.
By the end of 2026, the goal is to achieve continuous coverage of key air routes in Jinan and Qingdao urban areas; by the end of 2027, to achieve continuous coverage of the entire cities and areas of Jinan and Qingdao, and continuous coverage of key air routes in the other 14 cities across the province.
