Three-year action plans have been formulated for 13 key industries, including artificial intelligence, industrial mother machines, new energy, new materials, low-altitude economy, modern marine, biomedicine, biological breeding, and brain-computer interfaces.
In addition, it has reinforced the principal role of enterprises in technological innovation. For example, it has strengthened enterprise-led integration and innovation among industry, academia, and research. Over 90% of the province's major scientific and technological research projects are led by enterprises, and enterprise R&D investment accounts for 88.5% of the total social R&D investment, 10.8 percentage points higher than the national average, ranking first nationwide.
The Several Measures on Accelerating the Commercialization of Scientific and Technological Achievements was issued, along with the preparation of a pilot scheme for reforming the commercialization of scientific and technological achievements and guidelines for due diligence exemption in achievement commercialization. As a result, the enthusiasm and initiative of researchers to commercialize innovative achievements have been continuously improved.
