Jinan Launches Eight Major Initiatives to Strengthen Private Economy

The General Office of the Jinan Municipal People's Government recently issued the Three-Year Action Plan of Jinan City for Promoting Private Economic Development and Growth (2025-2027), outlining 21 specific implementation measures across eight key initiatives. Among these initiatives are enterprise cultivation, project support, transformation and upgrading, innovation-driven development, talent enhancement, financing guarantee, service quality improvement, and business environment optimization.

The action plan defines clear development targets. By 2027, the proportion of the value added of the private economy in the city's total is expected to reach the average level of the province, and its tax contribution will account for over 43.1% of the city's total.

Focusing on enterprise cultivation and project support, the action plan aims to nurture private enterprises with annual revenues exceeding 10 billion yuan and 5 billion yuan, while accelerating the development of a group of private enterprises with core competitiveness and innovative small and medium-sized enterprise clusters.

To further stimulate private investment vitality, the action plan proposes adopting innovative support methods, adding new projects to the reserve database, enhancing investment promotion efforts, and establishing a collaborative promotion mechanism involving multiple departments. Over the next three years, more than 2,500 private investment projects are expected to be added to the database, and over 1,200 projects in 13 representative industrial chains will be attracted.
