Shandong Issues the Implementation Opinions on Continuously Promoting Urban Renewal Initiatives

Recently, the Information Office of Shandong Provincial People's Government held a regular policy briefing to provide an interpretation of the recently issued Implementation Opinions on Continuously Promoting Urban Renewal Initiatives.

Focusing on the goal of building an innovative, livable, beautiful, resilient, civilized, and intelligent modern city for the people, the document outlines five key tasks: comprehensively renovating areas, strengthening infrastructure construction, refining urban service functions, enhancing the quality of urban spaces, and strictly protecting historical and cultural heritage.

According to the introduction, Shandong Province will facilitate the establishment and improvement of a diversified and multi-level capital investment mechanism. The province will actively promote new mechanisms for government and social capital cooperation, as well as the utilization of real estate investment trust fund models in the infrastructure sector for urban renewal. Cities are encouraged to explore an integrated model of "financing, investment, construction, management, and operation" to fully tap into project value and create a sustainable model for urban renewal.
