Recently, Shandong issued the List of Third Batch Policies for Promoting Steady and Sound Economic Growth and Improving Quality. The third batch of policies includes 16 specific measures in three key areas.
To further strengthen the driving role of the service sector, Shandong will allocate an additional 100 million yuan in fiscal funds for the second half of the year to intensify support for ongoing projects of high-growth enterprises and key enterprises above the designated size newly incorporated into the direct reporting scope of the National Bureau of Statistics.
To better ensure project construction, the policy will improve the mechanism that production factors stay with the projects they are allocated to, specifying that alternative sources for energy and coal consumption for new projects with high energy consumption and emissions are no longer restricted to energy-intensive or high-emission industries. For cities facing an actual shortage of new construction land by year-end, the provincial-level government will provide advance funding through a case-by-case approach.
To further support enterprises and ease their difficulties, the coverage of the discount interest policy for sci-tech achievements transformation loans will be expanded to all 16 cities in the province. For enterprises that have suspended or partially suspended operations, Shandong will address reasonable demands in areas such as raw material supply, financial credit, and market development through targeted coordination.
