The marine industry serves as the primary growth driver and a key advantageous industry with significant potential for Shandong's development. Shandong is focusing on strengthening, optimizing, and expanding its efforts in developing the marine industry, enhancing strategic sci-tech capabilities in the marine sector, and improving the marine ecological environment, making marine talent the key to unlocking these challenges.

In terms of talent cultivation, Shandong has launched major scientific initiatives, such as the Transparent Ocean and the Blue Drugstore, fostering a deep integration of the talent chain, education chain, industrial chain, and innovation chain.

On the policy front, Shandong has introduced the Action Plan for Sci-Tech Innovation in Marine Industry (2025–2027) and implemented five major initiatives, including the Talent Attraction and Gathering Plan for industrial innovation, accelerating the recruitment and cultivation of marine industry talent.

From harnessing the ocean's bounty for salt and fisheries and leveraging its waterways for transportation, to pursuing strategic maritime development and forging a maritime powerhouse, Shandong is striving to build a premier hub for maritime industry talent, aiming to propel the total output value of its marine industry toward the milestone of 2 trillion yuan.
