Recently, the Bureau of Ecology and Environment of Rizhao City introduced the Industrial Cluster Project Management Rules, signaling Rizhao's distinction as Shandong Province's first prefecture-level city to devise such specialized regulations independently.

This management directive institutes closed-loop oversight for industrial cluster projects benefiting from ecological environment funds, encompassing central and provincial sponsorship, via the establishment of a supervision mechanism for all stages, from start to finish.

In ensuring rigorous project execution, the procedures are explicitly defined, mandating adherence to rules regarding tender management and competitive procurement. Additionally, the fund utilization scope is methodically delineated, with enhanced controls over payment approval processes to promote legal, efficient, and precise allocation—facilitating the effective advancement of industrial cluster projects.
