Recently, the People's Government of Shandong Province approved in principle the Shandong Port and Waterway Layout Plan (2025-2035) (the "Plan"). The Plan outlines establishing a port and waterway system that is "fully capable, well-supported, safe and efficient, and intelligent and green" by 2035, and forming the overall layout for water transport development featuring a "three-hub-four-support" world-class marine port cluster, a "one-main-four-support-multi-node" inland port cluster, and a inland waterway network structured as "one vertical, two horizontal, three main trunks, and multiple branches". By then, the world-class marine port cluster will be largely completed.
The Plan further emphasizes the position and role of Qingdao Port as an international hub port, outlining a "three-hub-four-support" world-class marine port cluster layout—with Qingdao Port as the leading port, Yantai Port and Rizhao Port as supporting wings, and Weihai Port, Binzhou Port, Dongying Port, and Weifang Port as supplementary nodes. Shandong will accelerate the construction of domestic and international "5+5" maritime transportation corridors, establishing a Northeast Asia international shipping hub and a world-class marine port.
