Heze, Shandong: Reshaping the Industrial Ecosystem with Digitization

Heze City in Shandong Province is rapidly advancing the digital transformation of its manufacturing enterprises and enhancing industrial capabilities. The city focuses on a comprehensive approach to digital transformation through four key aspects.

In terms of supply-demand matchmaking, Heze is enhancing its enterprise research efforts by implementing a "one file for each enterprise" strategy. Besides, the city collaborates with digital service providers to tailor transformation plans and creates targeted channels for effective matchmaking.

For chain-based transformation, Heze is promoting exemplary cases that illustrate the digital transformation of small and medium-sized enterprises (SMEs). It has adopted a "small, fast, light, and targeted" product trial model and is concentrating on 10 key industrial chains to support demonstration projects while facilitating digital upgrades throughout these chains.

Regarding platform development, Heze is capitalizing on the synergies created by existing digital economy zones and "industrial brains". The city encourages collaborations between leading enterprises and SMEs to jointly build and share platforms while accelerating the construction of industrial Internet infrastructure. Meanwhile, Heze is guiding enterprises to harness big data to empower their intelligent transformation on the cloud and is fostering the integration of digital technologies throughout the entire manufacturing process.

In terms of resource support, Heze is maximizing the benefits of provincial and municipal support policies to stimulate collaborative innovation among government, industry, academia, research, finance, services, and application. Moreover, the city is innovating financial products to tackle funding challenges, cultivating "well-known enterprises, products, and zones" in the software and information service sector, and fostering a sound development ecosystem.
