Shandong's SMEs Lead Nationally in Multiple Indicators

Shandong currently has 18,000 specialized and sophisticated small and medium-sized enterprises (SMEs), including 1,163 "little giant" enterprises and 3,028 provincial gazelle enterprises.

Shandong promotes open access to innovation resources through a "sharing" model. For instance, over 15,000 high-value scientific instruments (priced above 300,000 yuan) have been integrated into a shared network. SMEs can access advanced equipment at minimal cost using provincial and municipal innovation vouchers, significantly accelerating R&D.

Meanwhile, Shandong has strengthened the matching of high-value patent achievements from universities and research institutions (both within and beyond the province) with local high-potential SMEs. A single "Seeding Initiative" with the Chinese Academy of Sciences late last year alone made 44,000 patents available for commercialization and over 3,200 licensed patents accessible to Shandong's SMEs, providing them with more affordable, applicable, and high-value technological solutions.
