Recently, seven departments, including the Department of Industry and Information Technology of Shandong Province and the Finance Department of Shandong Province, jointly issued the Implementation Opinions on Promoting the Construction of a High-Quality Public Service System and Continuously Optimizing the Development Environment for Small and Medium-sized Enterprises (the "Implementation Opinions" for short). The document proposes that by 2027, Shandong will cultivate another 3,000 specialized and sophisticated enterprises that produce new and unique products, develop over 15 new national-level characteristic industrial clusters for small and medium-sized enterprises (SMEs), and establish around 10 pilot areas for the digital transformation of SMEs, striving to create a "big environment" for the SME development that has a demonstration effect nationwide.
According to the Implementation Opinions, Shandong will steadily advance the pilot program for the nationwide SME service "one network" connectivity and enhance the functions of the "Shandong Province SME Public Service Platform". The initiative aims to gather various social service resources and establish four databases—quality enterprises, policies benefiting enterprises, service agencies, and product case studies—to form an interconnected, collaborative, and shared "one network, four databases" service mechanism that covers the entire province.
