Jining, Shandong: "One-Chain Service" Accelerates Major Project Approval by 65%

Recently, the initial phase of Shandong Times New Energy Battery Base with a total scale of 60 GWh was successfully put into operation, primarily producing the world's most advanced energy storage and power batteries.

Jining City has adopted digitization reforms as a catalyst, innovatively implementing the "One-Chain Service" model. This model builds an all-round service system featuring "solving problems through mechanism innovation, empowering with digital technology, and improving efficiency with chain-based services," which has enhanced major project approval efficiency by over 65%, increased the asset activation rate by 30%, and enabled 49 projects to start construction immediately upon acquiring land.

Jining City has drafted comprehensive service guidelines surrounding fifteen significant industry chains, offering tailored services such as "joint energy and environmental impact reviews" and "standard plot transfers" for key industries like construction machinery and new energy. Twelve exclusive measures have been introduced for the high-end chemical industry chain, reducing the average approval time to 30% of the legally required duration.
