The Energy Administration of Shandong Province recently issued the 2025 Action Plan for High-Level New Energy Utilization in Shandong Province, outlining eight key initiatives aimed at enhancing new energy utilization capacity and ensuring the high-level utilization of new energy.
According to the Action Plan, Shandong will prioritize refining the new energy mix and vigorously promote the large-scale development of wind power. The province aims to complete offshore wind power projects such as Huaneng Shandong Peninsula North L Site and Phase I Shandong Energy Bozhong G Site, along with onshore wind power projects such as Goray’s project, within the year. Additionally, it plans to develop the photovoltaic industry in a reasonable and orderly manner. By the end of this year, the total installed capacity ratio of photovoltaic power to wind power in the province is expected to be optimized to 2.6:1. This adjustment will better utilize complementary characteristics of wind and solar power, addressing the issue of "peak output at noon and low output at night" in photovoltaic power generation output.
Moving forward, Shandong will focus on implementing actions such as enhancing grid support, developing innovative consumption models, and advancing market-based power reforms. Additionally, efforts will be accelerated to develop new models such as source-grid-load-storage integration, green power industrial parks, renewable energy hydrogen production, and vehicle-to-grid interaction.
