Shandong Moves Faster to Foster a Law-based Business Environment

The Commission for Comprehensive Law-based Governance of the CPC Shandong Provincial Committee recently issued the Several Measures on Accelerating the Construction of a Law-based Business Environment. The document outlines 20 specific measures across five areas to accelerate efforts to foster a stable, fair, transparent, and predictable legal environment.

The document emphasizes strengthening the legal and regulatory framework for the business environment. It proposes to accelerate the drafting and revision of laws and regulations such as the Regulations for Promoting Digital Economy in Shandong and the Regulations for Promoting Private Economic Development in Shandong.

Efforts will be redoubled to evaluate key policies that benefit enterprises, release and interpret enterprise-related laws, regulations, rules, and policy documents, overhaul laws, regulations, and policies, and enhance administrative reconsideration efforts alongside the review of normative documents.

Focusing on continuously optimizing legal services for enterprises, the document also proposes to launch a pilot initiative of "Key Industrial Chains + Legal Services". This initiative aims to establish a new cooperation and exchange mechanism between the legal profession and the "Top Ten Industries" to accurately align with the legal needs of industrial development.
