Shandong: New Quality Productive Forces Included in Provincial-Level Industrial Transformation and Development Funds

Five departments, including the Shandong Provincial Department of Finance, recently issued the Management Measures for Provincial-level Industrial Transformation and Development Funds in Shandong Province, leveraging fiscal funds' incentive and guiding role to support the industrial economy, a top priority in the province. The industrial transformation and development funds will primarily utilize a combination of rewards and subsidies, equity investments, loan interest subsidies, and insurance compensation mechanisms. These resources will be directed toward key tasks for industrial transformation, such as structural adjustments in high energy-consuming industries, advanced technological transformations, industrial development incentives, and digital transformation enhancements.

Regarding support directions, in line with emerging trends in industrial development, the cultivation and development of new quality productive forces, along with the advancement of emerging sectors like artificial intelligence, have been formally incorporated into the support framework. In terms of project management, additional requirements for budget reviews of significant policies and projects have been introduced. Through a dual-layer screening process involving pre-performance assessments and budget reviews, these measures aim to make budget formulation more scientific.
