Shandong's Business Environment Optimization Plan Upgraded to Version 6.0

Recently, the General Office of People's Government of Shandong Province issued the Implementation Plan for Deepening Business Environment Reform and Innovation by Establishing the Service Brand "Worry-Free Civil Affairs, Resolvable Enterprise Issues, and Efficient Government Operations." As a result, Shandong has upgraded its Business Environment Optimization Plan to version 6.0. Shandong has been ranked among the top ten provinces with the best business environment for many consecutive years, with its overall business environment ranking among the highest in the nation.

With a focus on "Resolvable Enterprise Issues," Shandong aims to further enhance the quality of enterprise-related services. Shandong has outlined 65 reform measures addressing various stages of the enterprise lifecycle, including market entry and exit, talent services, and cross-border trade.

Among them, Shandong has fully implemented the negative list for market access to improve market access convenience, carried out integrated reforms of fair competition policies, and promoted the reform for converting individual industrial and commercial households into enterprises. In terms of improving cross-border trade convenience, Shandong has promoted reforms such as the cross-border trade initiative, including second-hand car exports, cultivated cross-border e-commerce "consolidators," established 100 new public overseas warehouses, and introduced cross-border e-commerce retail import tax guarantee aligned with tariff guarantee insurance services.
