Shandong Introduces Ten Environmental Protection Measures to Benefit Enterprises and Unlock Green Development Dividends

Recently, Shandong introduced ten measures aimed at benefiting enterprises through promoting reform and innovation for high-quality development. According to reports, the "Ten Measures to Benefit Enterprises" encompass 7 key areas, including factor guarantees, environmental impact assessment approvals, government services, appeal management, emergency responses to heavy pollution, solid waste management, and law enforcement supervision.

In the area of factor guarantees, Shandong Province has proposed enhancing ecological and environmental factor guarantees, such as total pollutant limits, carbon emission quotas, and total heavy metal pollutant indices. For major projects with a shortfall in total pollutant indicators, resolutions can be sought through province-wide coordinated allocations or by negotiating adjustments with other cities.

Environmental impact assessment approval is a critical step in project construction and serves as the first line of defense for preserving green mountains and clear waters. This year, Shandong Province will focus on advancing the national pilot projects for optimizing environmental impact assessment classification management in parks, specifically in the cities of Qingdao, Yantai, and Liaocheng. Certain project environmental impact assessments requiring report forms will be exempted, enabling more qualified enterprises to reap the benefits of the environmental impact assessment reform policies.
