Shandong Province will launch the "High-Level Talent Entrepreneurship Acceleration Camp" initiative to expedite the development of high-level talents in strategic emerging industries and future sectors, thereby promoting entrepreneurship through a service framework centered on "full demand response, complete factor integration, and comprehensive chain support". This initiative aims to empower high-level talents in all aspects of their entrepreneurial journeys.

According to the action plan, the acceleration camp will adopt a "three-year cultivation" service cycle, selecting some high-potential talents to start their businesses during each phase and offering systematic support from the startup stage to maturity. The camp will establish a "technology + industry" dual-track consulting team composed of experts in technology, management, marketing, and other fields. The team will regularly "diagnose" enterprises and create tailored plans for growth. Additionally, an "exclusive service personnel" system will allow government staff to accompany enterprises throughout their growth. To address the "last-mile" challenge of technology transformation, the acceleration camp will fully leverage the "dual-engine drive" of government guidance and market participation while customizing a three-stage growth model initiative that encompasses "technical breakthroughs, commercial validation, and market expansion".
