Shandong Accelerates Building of First-Class Technological Innovation Ecosystems

Recently, Shandong Province issued the Opinions on Accelerating the Building of First-Class Technological Innovation Ecosystems, which identifies key priorities across eight dimensions: government services, talent, industry, enterprises, finance, opening, R&D, and culture.

According to the Opinions, Shandong aims to establish itself as a nationally influential hub for technological innovation and a source of innovation by accelerating the development of first-class innovation ecosystems. The province targets increasing its R&D spending to 3.2% of GDP by 2030, fostering an innovation-friendly environment characterized by “reassured enterprises, satisfied talent, unimpeded research, confident investment, and warm-hearted services.” The concept of “worry-free innovation” will become a defining feature of Shandong’s transformation into a powerhouse of science and technology.

To strengthen its talent ecosystem, Shandong will enhance collaboration among scientific research, education, and industries. It will establish mechanisms to adjust academic disciplines and talent training programs in line with technological trends and strategic needs. The province will also implement three major initiatives to attract top-tier talents, leading talents, and young talents, accelerating the recruitment of urgently needed high-skilled professionals.
