Recently, Jinan City in Shandong Province revised its talent policies for 2025, which are widely known as the "Double 30 Articles." Focused on the city's iconic industrial chains, including artificial intelligence, high-end CNC machine tools and robotics, aerospace information, and new energy equipment, the package of policies has established a comprehensive talent support system covering top-tier talent, industry-leading talent, young entrepreneurial talent, and skilled talent.

This revision enhances support for young sci-tech innovation talent, particularly entrepreneurial talent, by introducing three specific new policies with an annual investment of nearly 20 million yuan. An entrepreneurship support policy for young sci-tech talent is added. About 10 entrepreneurial talents will be selected each year, and each person will receive a one-time support fund of 500,000 yuan. A special talent "reservoir" support policy for talent under the Haijuquancheng project (Jinan overseas talent aggregation project) is added, selecting about 15 high-level talents each year and providing 500,000 yuan in financial support to each person. There is also a post-doctoral entrepreneurship support policy. About 10 startups that are established by postdoctoral talents and in their start-up stage are selected each year, and each is given a support fund of 300,000 to 500,000 yuan.
