Low-altitude Tourism: Shandong Model Exploring Trillion-Yuan Blue Ocean Market

Recently, in the Kenli District of Dongying, the Yellow River Estuary Aviation Camp was officially inaugurated, with the launch of the first flight ceremony for "Low Altitude + Tourism". As a representative strategic emerging industry, the low-altitude economy takes on the vital role of establishing a new trillion-yuan pillar industry and has become a competitive arena among provinces. In Shandong, many state-owned enterprises are significantly investing in the low-altitude economy, including provincial entities like Shandong Hi-Speed Group and Shandong Provincial Airport Management Group, as well as municipal enterprises such as Jigang Group and Jinan Energy Group.

From the perspective of Shandong, the Three-year Action Plan for High-quality Development of Low-altitude Economy in Shandong Province (2025-2027) clearly outlines that by 2027, the province aims for its comprehensive support level for low-altitude flights to rank among the best in the country, with the low-altitude economy reaching a scale of 100 billion yuan. A new development pattern for the low-altitude economy will be established, led by the dual cores of Jinan and Qingdao, and supported by several cities including Dongying, Yantai, Weifang, Rizhao, Linyi, and Binzhou. This initiative will serve as an important growth pole for Shandong's economic development and a significant source for national innovation and development.
