In recent years, Shandong has coordinated and advanced reforms in grain procurement, storage, and regulation, establishing a robust grain security framework characterized by flexibility, efficient storage, and effective oversight.

According to reports, Shandong has accelerated the improvement of mechanisms to ensure the income of grain farmers, guiding state-owned grain enterprises to take the lead in grain procurement. The province has also encouraged and guided diverse market players, including processing companies, trading firms, and grain brokers, to actively participate in the market. By promoting the adoption of appointment-based procurement systems, Shandong has effectively met farmers' grain-selling needs through multiple channels, enhancing procurement efficiency. Additionally, Shandong has actively integrated into the Belt and Road Initiative and the national grain logistics corridor. Leveraging the functions of four national grain logistics hub cities and seven key node cities, the province has elevated the capabilities of its logistics hubs in the Yellow River Basin and coastal areas. Moreover, Shandong has established stable production and sales cooperation with 12 provincial-level administrative regions, including Beijing, Fujian, and Hainan, creating strategic fulcrums for grain circulation. Notably, the grain import volume at Rizhao Port has exceeded 10 million tons for five consecutive years, ranking second nationwide.
