Scientific and technological innovation is the core element for developing new quality productive forces. This year, Shandong will concentrate on key industries, including artificial intelligence, new energy, biomedicine, and biological breeding, and plan approximately 120 provincial major scientific and technological research projects with high standards. The goal is to break through core technology bottlenecks in areas such as AI large models, advanced chips, high-efficiency perovskite solar cells, and sulfide solid-state batteries, cultivate over 20 groundbreaking new agricultural varieties, and secure approval for 1-2 Class 1 new drugs.
This year, the Department of Science & Technology of Shandong Province will establish a mechanism to foster and strengthen leading enterprises in science and technology. By implementing a "one policy for one enterprise" strategy, the department will actively engage with and support enterprises to enhance their core competitiveness. Efforts will be made to empower leading enterprises to take on the roles of "leaders" in both the industrial and innovation chains. Additionally, the department will work to reinforce the supportive role of platforms, complete the restructuring of 300 provincial key laboratories within the year, and increase the proportion of such laboratories established via enterprises to over 80%. By leveraging "chain leader" enterprises, the department aims to develop a technological innovation center to boost the province's capabilities, along with a number of benchmarking innovation platforms.
