Shandong: Upgrading Social Credit System with New Ideas and Explorations

In recent years, Shandong has been upgrading its social credit system with new ideas and explorations. It has taken the lead in adopting a mode of "simultaneous notification of administrative penalty decisions and repairs," requiring relevant entities to repair their bad credit records in accordance with laws and regulations. Public credit reports are now utilized across 52 sectors, serving as substitutes for the certificates for no violation of laws or regulations. A financial recognition mechanism has been established to help enterprises overcome financing challenges. In addition, the province has made breakthroughs in information aggregation and integrated development, gradually implementing the credit-based hierarchical and classified regulation. It ranks first nationwide in terms of the total number of demonstration areas for the national social credit system development, and it is at the forefront of urban credit system establishment across the country. Several cities in the province have developed new emblems of urban credit systems that reflect local characteristics.

In Qingdao, the integration of financing credit platforms has been thoroughly completed. In Weihai, credit support has achieved comprehensive coverage in primary-level governance. Tai'an has made innovative breakthroughs in the credit regulation mechanism. Dozens of credit-building initiatives such as "Xin Yi Pi" for review and approval and "Xin Yi Dai" for loan have been recognized as exemplary cases at the provincial or national level.
