As a major maritime province, Shandong is endowed with the unique advantage of abundant marine resources. In 2024, Shandong's gross ocean product exceeded 1.8 trillion yuan, accounting for 17.1% of China's total, making it rank second in the country for many consecutive years. The 2025 government work report proposed to vigorously develop the marine economy and establish national demonstration areas for marine economic development.
In recent years, Shandong has deepened economic and trade cooperation with Japan, South Korea, ASEAN, Central Asia, Africa, and other countries and regions, and has established platforms such as the China-ROK Free Trade Zone Local Economic Cooperation Demonstration Area and the China-SCO Local Economic and Trade Cooperation Demonstration Area. During the 2024 Global Ocean Development Forum, Shandong reached cooperation agreements with more than 30 countries and regions, with a total investment exceeding 100 billion yuan in signed projects. Qingdao Port has established over 200 international shipping routes, with its sea-rail intermodal transport volume consistently ranking first nationwide.
