Jining, Shandong: Ensuring Smooth Government Services, a Small County Attracts a Ten-billion-yuan Foreign Investment Project

The Lyocell Fiber Project, based in Yutai County, Jining City, Shandong Province, is expected to reach an annual operating revenue of 1.2 billion yuan upon its completion. The foreign trade import and export value will reach 6 billion yuan, and more than 2,000 jobs will be created.

However, the project company has put forward a series of demands, and Yutai alone struggles to meet them all. Hence, Shandong Development and Reform Commission and other departments have ensured smooth government services, carried out special demonstrations, and included the project into the province's key contracted projects reserve for investment and talent attraction, as well as joint integrated promotion projects at the provincial, municipal, and county levels.

In response to the project's energy demand, Yutai has developed a supply guarantee plan that includes "straw supply assurance, technical upgrades and capacity expansion of biomass power plants, and introducing new coal-fired combined heat and power units." To ensure raw material transportation, the Baima River has been upgraded to meet Class III waterway standards, allowing for navigation by vessels of one thousand tons. On the industrial upstream side, relevant new materials projects have been attracted to reduce production costs for the project enterprise.
