By carrying out pilot work such as carbon footprint accounting and label certification for cities, industries, and products and data quality measurement support, it has facilitated whole-process carbon reduction in key industries, such as steel, tires, and textiles, with a focus on steadily promoting energy conservation and carbon reduction in energy, industry, transportation, construction, and other fields.
The year 2025 marks the last year of the "14th Five-Year Plan" and a key year for the gradual transformation from dual control of energy consumption to dual control of carbon emissions. According to reports, Shandong has been included in the first batch of 8 national pilot provinces for gradual shift from dual control of energy consumption to dual control of carbon emissions. In the next step, it will promote the pilot tasks of 3 national pilot cities (parks) for peak carbon dioxide emissions, namely Qingdao City, Yantai City, and Dezhou Economic and Technological Development Zone. It will issue a zero-carbon park construction plan and select about 15 parks throughout the province to carry out pilot projects.
