Shandong Plans to Develop 20 New Provincial Modern Services Clusters This Year

This year, Shandong aims to focus on "four key points": key industries, key regions, key enterprises, and key projects. The province will reinforce initiatives in policy support and project development to ensure sustained advancement in its service sector.

Regarding key industries, Shandong is dedicated to stabilizing operations in four core sectors: wholesale and retail, transportation, finance, and real estate. Concurrently, the province is committed to nurturing and enhancing emerging sectors such as information software, business services, science and technology services, and marine services. Shandong will strategically cultivate a group of core enterprises and specialized zones, promoting the advancement of producer services into the upper echelon of the industrial chain, and fostering a portfolio of high-end service brands.

In the realm of key regions, Shandong is adapting strategies to foster service industry hubs, tailored to local conditions. The initiative includes creating 20 new provincial-level modern services clusters and 20 pilot units for the integration of modern services with advanced manufacturing.

In the realm of prominent enterprises, the province has initiated the selection and recognition of the "Top 100 Service Enterprises". Thirty new leading enterprises in the productive services sector have been established, and twenty provincial-level service innovation centers have been identified. Shandong will prioritize tracking services for key entities and major enterprises within the industrial chain, implementing "one-to-one" targeted support for those experiencing fluctuations in production and operations, assisting them in overcoming challenges.

Regarding key projects, the province is planning and reserving a collection of high-quality service industry ventures, continuously updating the modern service industry's key project library, and advancing the development of approximately 850 critical projects. In addition, provincial funds will be strategically allocated to guide the growth of the service industry, selectively supporting high-quality wholesale, information software, modern logistics, technological research and development, and other premium service projects, thereby attracting greater social capital into the service domain.
