In recent years, Shandong has pursued innovation and adhered to a quality-first approach. It has transformed and upgraded traditional marine industries, cultivated and strengthened emerging marine industries, strategically planned for future marine industries, and accelerated the development of a modern marine industry system with international competitiveness.

New marine biological materials are a foundational industry for the development and growth of the modern marine economy. Shandong Province possesses exceptional conditions for developing the marine biological materials industry. Strongly advancing this industry can enhance Shandong's international leading edge in marine biological materials and serve as an effective pathway for the rapid transformation and development of China's marine pharmaceuticals and bioproducts sector.

In 2025, Shandong aims to cultivate around 10 marine characteristic industrial agglomeration areas, accelerate the development of high-growth industries such as marine biomedicine and new energy, and strategically plan for future industries like deep-sea development and marine spatial information. The province will actively develop high-tech vessels, including ultra-large oil tankers and medium to large container ships. Additionally, Shandong will effectively utilize special funds for marine services to strengthen high-end service industries such as marine information and marine technology.
