Lanshan District, Rizhao: Enhancing the Business Environment to Further Foster New Quality Productive Forces

As the main hub for heavy industry in Rizhao City, Lanshan District pays attention to the beauty of green ecology, committed to fostering sustainable industries. Based on a project-driven approach, the district continuously optimizes the business environment and accelerates the development of new quality productive forces.

In attracting investments, Lanshan District exercises strict control over the ecological environment. By implementing early intervention and joint pre-examination, it strictly adheres to the "three lines and one list" (the ecological protection red line, environmental quality bottom line, resource utilization upper limit, and environmental access negative list) ecological zoning control standards to optimize spatial and industrial layouts, thus effectively utilizing resources and controlling pollution at its source.

Additionally, efforts are made to strengthen the guarantee for environmental factors. To intensify the management of carbon emission metrics, Lanshan District incorporates six companies spanning the steel, petrochemical, and heating power sectors into the key management portfolio for emissions, while establishing a comprehensive carbon emission management ledger. Furthermore, it follows the emission reduction and substitution requirements in the five new projects with high energy consumption and emissions, using the carbon emissions allowances exceeding 9.96 million tons. Rizhao Steel Holding Group Co., Ltd. and SD Steel Rizhao Co., Ltd. have been consecutively chosen as pilot enterprises for the collaborative innovation in pollution and carbon reduction in Shandong Province.
