In 2024, Shandong achieved remarkable results in green and low-carbon transformation, further highlighting the defining feature of high-quality development—green. The 2025 Government Work Report of Shandong emphasizes that Shandong should make great efforts to accelerate the comprehensive green and low-carbon transformation, seek tangible results, and collaboratively promote carbon reduction, pollution control, and green growth, aiming to construct a pilot area for building a "Beautiful China".

Renewable energy is a critical component of the green and low-carbon transformation. With an emphasis on building a clean energy system, Shandong will strive for an additional installed capacity of 20 million kilowatts of new energy and renewable energy, according to the report.

Green and low-carbon industries have contributed to greener economic development. Leveraging the advantages of the "golden waterway" of the Beijing-Hangzhou Grand Canal and the comprehensive inland river shipping industry chain, Jining has established and operationalized China's first inland new energy-powered ship demonstration base that integrates R&D, design, and intelligent manufacturing. Additionally, development is underway for ships powered with new energy such as liquefied natural gas (LNG), electricity, hydrogen, methanol, and helium.
