Shandong: Embracing the World Through High-Level Opening Up

Shandong is located at the intersection of the Belt and Road Initiative and the center of regional economic cooperation in Northeast Asia. It is proposed in the Government Work Report of Shandong this year that Shandong should make great efforts to create a new leader in high-level opening up. This involves building a demonstration area for institutional opening up, implementing breakthrough actions in foreign trade, and creating high-quality foreign investment hubs. Focusing on high-level opening up and striving for excellence, it is essential to build an important node for smooth domestic and international circulation.

The report also mentions the need to promote the comprehensive reform of the China-SCO Local Economic and Trade Cooperation Demonstration Area (SCODA). Taking the comprehensive reform of SCODA as the main driving force, Shandong will seize the opportunity that China has assumed the rotating presidency of the Shanghai Cooperation Organisation (SCO) to accelerate the construction of supporting projects in the core area of SCODA, implement the comprehensive upgrading project of Qingdao international hub port and air-rail hub, build an SCO hub, and actively apply for the construction of an SCO free trade airport. By sharing more SCO cases and models, it aims to create an institutional opening-up demonstration area.
