During the 13th session of the Standing Committee of the 14th Shandong Provincial People's Congress, the Regulations on Promoting Green, Low-carbon and High-quality Development in Shandong Province, which will come into force on March 1, 2025, were deliberated and approved.
The Regulations closely align with the institutional design for reform and innovation, aiming to promote green and low-carbon transformation through legal means. As a pioneering effort in China's green, low-carbon and high-quality development, the Regulations keep pace with the times and fill legislative gaps for locals, marking a significant milestone for Shandong Province to promote green, low-carbon and high-quality development.
It is reported that the Regulations have elevated general, long-term, and fundamental principles into legal statutes. With a problem-oriented approach, structural contradictions and institutional obstacles encountered in development practices will be addressed through institutional measures according to the Regulations. The Regulations also emphasize the importance of strengthening guidance and implementing policies systematically, providing guidance for building a positive pattern to promote green and low-carbon transformation across key areas, such as industrial development, energy transformation, ecosystem construction, and green lifestyle, through systematic and precise policy measures.
